It doesn’t have to be like this.
According to housing development failures and social science research, residents often reject development not only due to concerns over congestion and neighborhood character, but also, most significantly, due to outrage over the profits developers will make from development. As a result, state, local, and federal policymakers should incubate and incentivize what are currently the minority — social impact and community-led developers.
